Who was to blame for the start of WW1?

Who was to blame for the start of world war one?

Germany:

Germany was to blame for the start of WW1 because Germany was the one who first declared the war against Russia helping Serbia.

The actual outbreak of the war was assassination of Ferdinand in Sarajevo. At first, Austro-Hungary was going to fight only with Serbia. However, felt that they were much weaker than Austria, Serbs asked help from Russia because these two countries were friend. Russia accepted Serbia’s suggestion and was ready for fight with Austro-Hungary. Again, Austria knew that Russia was powerful so asked for help from Germany. Then Germany accepted it and declared war against Russia.

Besides declaration of the war by German, they had had very bad relationship with France due to Alsace-Lorraine, which was French territory.
Also, Germany was in the most of the events that brought up the war, such as first and second Moroccan crisis and Bosnia crisis. Although Germany did not achieve what they wanted, they kept keep bad relationship or became worse with other countries.
Germany had the naval race with Britain. This made Britain upset by deciding to build up the German Empire and navy.
